Your first reaction is, “No, he wouldn’t really do that, would he?” Then you realize that of course he would.
Here is what Heather Cox Richardson wrote in her most recent Letters from an American:

Note that none of these mayors or city councils has asked for this help. This is Trump asserting his power, pure and simple. This is Trump, once again following the lead of authoritative dictators, usurping local governments so he can appeal to his supporters, which of course includes neo-nazis and white supremacists.
This is scary. Such a move would certainly provoke massive protests, which in turn will generate more violence, which is precisely what the President wants as he fights for reelection in November.. “See,” he will say, “This is why we need me as your President. I am the only candidate willing to do whatever it takes to fight crime.”
Like we said, “This is real scary.”
